There is a way to execute RosMatlab on Windows without ROS, but connect with other machine with a rosmaster (ubuntu 12.04)?

Yes, that should work. I haven't used RosMatlab or Windows, so I can't give you specific details on how to do it, but I would start by trying to run the ROS master on linux and set the ROS master URI in RosMatlab to point to it.
