ROS melodic catkin build Error

Hi, I am using ubuntu 18.04 and ROS melodic. When I try to build my ws I get this log. Before using "sudo apt-get upgrade" it was working fine but now I didn't understand what is the error?

Once you remove the devel, build and start over, it may work.

Thank you for your response miura. I tried to remove the devel but it doesn't work. The permanent solution is to remove ROS and setup again.
