How to rebuild a specific package?

I'm trying to rebuild and test a specific package in Kinetic, which I thought I could do using the catkin_make "--pkg" argument. However, when I run

catkin_make --pkg mypackage

it appears to iterate over every package in my workspace, checking for changes, rebuilding any it finds, which can a while. Is this the expected behavior?
