rqt_publisher not found

hi, i am trying to do this tutorial http://gazebosim.org/tutorials/?tut=r... and i am trying to use the publisher plugin but i don't know how to start it. When i start rqtgui in the terminal ($ rqt_gui) it starts okay but i can't find the plugin publisher in the plugins dropdown menu. So how can i start this pluging? do I need to install additional things, i have already installed all (rqt-common-plugins; and rqt-robot-plugins).

PS: my ros distribution is hydro
