Adding a non lethal static layer

Hi, I would like to have a static layer that is non lethal and has a fixed cost on the global costmap. My idea is to just use another map_server node to load another map and have inflation on it but when looking at global costmap inflation layer, theres no parameter to specify which map to inflate. Are there any recommended ways to do this
