Realease ROS package with third party non-catkin dependence

I want double check one thing. Whether all the release package in ROS Community, which dependent package must have existed in ROS Community? If my ROS package dependence on a Debian package that exist in Ubuntu community. Whether there is a way to directed add this package to dependent file? Or I must transform to ROS Community by releasing a third party package. Thanks.
