How to ssh into a fleet of 20+ robots? [closed]

I am new to the robotics and ros field. I am researching how to remotely access a fleet of robots. From my initial discussions with ros folks, I got to know that most of them do a vpn forwarding and use that to ssh into it, but all of them told me that it works only for a handful of robots. Is that true? If that is the case, what is the best way?
