is mavros/local_position/odom using GPS data?

Hi, I'm wondering the source of mavros/local_position/odom. It doesn't have set covariance matrix, just all 0s and on static test, position seems to diverge. As soon as I arm the robot this topic gets position=0,0,0 but in a few minutes it is on 12,5,xxx.
