Trying this locally seems to succeed for me:

rosdep update

And just to make sure:

wget -O /tmp/base.yaml https://raw.githubusercontent.com/ros/rosdistro/master/rosdep/base.yaml
python -c 'import yaml; yaml.load("/tmp/base.yaml")'

The file itself also looks alright.

Github is (in)famous for suffering from transient problems and issues with downloading files from it.

Could you "just try again"?
