I do not have access to ubuntu right now. I am thinking about setting it up on windows. But someone told me that the windows version is unstable and not recommended. Is it true?

If you have no access to Ubuntu I guess it would not hurt trying to use it in Win10.
The installation is fairly well documented here: http://wiki.ros.org/Installation/Windows

Why is ROS Publisher not publishing?
How to make tf file for pcd/vector map
Unable to download model manifests
How to get length of array if poses from nav_msgs/Path.msg

use default arg in included file
For frame [velodyne]: Frame [velodyne] does not exist
I guess there would be a difference between the "old Windows" support and the new Windows 10 Melodic ports supported by Microsoft.
