I think this one is about not finding the file, the other question is about permission denied.

previously i was getting "permission denied" error but now i am getting the another error which you have closed.basically i am trying to run this command "rosrun usb_cam usb_cam_node" by connecting nikon DSLR and getting the above problem.
I've re-opened it, but could you please go back to your previous question and answer some of the outstanding questions there? Especially the comments by @lucasw and @Mehdi about checking whether
/dev/videoX
even exists.
