this would give me an error:can't find opencv4 guys,how can i use opencv4 in noetic ?

depends on the system apt
pkg install of libopencv-dev
, which for ubuntu 20.04 is opencv v4.2.
The binary packages from the ros repo expect this is the exact version of opencv that you have installed.
