are there any plans to release packages for Ubuntu 20.10?

Not according to REP 3: Target Platforms.

Noetic only targets Focal (as it's an LTS), see REP 3: Noetic Ninjemys (May 2020 - May 2025).

As that was the last (OR initiated) ROS 1 release, it doesn't appear there will ever be an official release of ROS Noetic on 20.10.
