Just add the proper filename is gazebo plugin tags : libgazebo_ros_velodyne_laser

 <gazebo>
    <plugin name="gazebo_ros_velodyne_laser" filename="libgazebo_ros_velodyne_laser.so">
      <topicName>/velodyne_points</topicName>
      <frameName>velodyne</frameName>
    </plugin>
  </gazebo>
