If you are new to ros, my advice is to install the OS that ros noetic is built and tested for: ubuntu 20.04. You will make heavy use of the ubuntu apt package manager
if you do anything non-trivial with ros.
It is theoretically possible to use a different OS, but you're going to have a more difficult time making it work.
