I have faced the similar situation while trying to install ROS kinetic on embedded development boards. There were three issues I was able to track down.

I had not updated my linux system after a fresh installation. (install using the software updater)
I hadn't enabled permission for universe and multiverse software.
I was connected to a proxy server.
