logging messages not in rosout.log

I'm not seeing ROS logging output saved in the rosout.log file. I see the output in my terminal window for the logging I'm producing but nothing in the log file. I'm outputting INFO or higher messages.

I have checked and neither ROS_HOME or ROS_LOG_DIR are defined so the output is not being redirected.

This was working in earlier testing but in my last few runs I'm not seeing the output in rosout.log. I have restarted my roscore a number of times and nothing has changed. I'm trying to think what changes I have made that could have caused this issue but I'm drawing a blank.

Is there other environment variables I should check?

I'm running noetic on WSL.
