how sim_mec is related to costmap?

If i do not launch sim_mec of jackal robot and i run lnav of jackal robot. why i am not able to navigate robot? How they are related to each other?

if i run both sim_mec and lnav of jackal robot then i can navigate robot.

sim_mec is a conversion of laser to lidar. For navigation jackal robot have launch file lnav. lanv file have amcl and move_base. amcl node uses lidar for pose estimation. That is all, sim_mec is not related to cost_map.
