Well, "best" is probably highly depending on your needs...
If you'd ask which one to choose right now without any requirements, go for 20.04. It is LTS, supports the latest (and last!) ROS1 Distro noetic as well as the current ROS2 Distro Foxy and the upcoming Galactic.
Depends on which version of ROS you want. Look here for recommended Ubuntu installs for each version. If you are wanting to use Ubuntu 20.04 (the latest LTS release for Ubuntu), then it is recommended you use noetic.
