Rosrun command is not giving any output from running the python file.I have made the python file executable.
I am not a newbie to ROS .So please help in rectifying this issue

Your python script doesn't actually run anything. Its main function is empty so to speak.
if __name__ == '__control_loop__':
needs to be
if __name__ == '__main__':
