can two turtlebots be controlled at the same time using a single workstation?

I have two turtlebot3 units. I want to control them using the same workstation laptop. The ubuntu version is 16.04 and the ros version is kinetic.

Yes. You can either run them with 2 ROS Master URIs or have a single ROS master namespace all the topics/services/parameters/etc to separate them
