how can I achieve outdoor navigation using only IMU, GPS, Odometry, no LIDAR or depth camera?

I'm working on a graduation project for my college, the idea is about an outdoor mobile robot for delivery operations, i will be introducing the prototype, the study case is in an empty street "so I think there would be no problem if I didn't use LIDAR or depth camera for SLAM", I'm a newbie to the robotics field and I've started learning ROS recently, I've learned the basics and i want to do everything the standardized way, I'm only using IMU, GPS, and Odometry for this task because I can't afford LIDAR or RGBD camera, so what is the roadmap to achieve such a project, and is there any packages that serves the outdoor navigation is ROS, specifically outdoor navigation using my set of sensors, I know that this is a lot of requirements for this hardware but I wish to get some help from the experts of this field.
