Is it normal the odom frame is tilted before start navigation?

Hi,

When I start move_base ROS package, the odom frame is tilted.

But when I execute navigation, the tilted odom frame gets back to normal which is parallel to the map frame.

Is it normal the odom frame is tilted before navigation?
