"the best" is rather subjective.
But objectively: ROS Noetic on Ubuntu Focal (ie: 20.04
) is the last ROS 1 version supported by UniversalRobots/Universal_Robots_ROS_Driver
.
Provided you have no other requirements/constraints that would lead you to make a different decision, that would be your preferred combination.
