How to install a package offline?

Hi

I have a desktop without wireless adapter. I need to install map_server package for ros kinetic, but I cannot do online installation as I do not have internet connection in the desktop.

I need to use my laptop to download map_server and move it using flash drive to my desktop, but I could not find a way to install it offline?

In which directory under kinetic I need to install map_server?

The desktop has Ubuntu 16.04 LTS

This isn't really something special in/with ROS.

What you're looking for is methods to install Debian or Ubuntu packages without an active internet connection.

I'd recommend you search for those keywords.

And don't limit your searches to ROS Answers: this is a standard Debian/Ubuntu usage question.
