Cant make library with rosserial_arduino

Hello everyone, i m trying to to make library for arduino with rosserial_arduino but i get this outptut:

[rospack] Error: package 'rosserial_arduino' not found

I install rosserial_arduino from here: https://github.com/ros-drivers/rosserial

I have ros noetic, but with 

 sudo apt-get install ros-noetic-rosserial-arduino

isn't available.

Any ideas???
