WP: upload failed: command is not supported (uploading mission failed)

I am trying to send a mission txt file to the system by using rosrun mavros mavwp load m1.txt. However, I am getting "WP: upload failed: command is not supported" kind of error from mavros. Also, the simulator gives "IGN MISSION_ITEM: Busy" error. Finally, the terminal prints "Request failed. Check mavros logs".

Can anyone help me to figure it out?
