why do we need to set locales to C during ROS installation for ARM?

When I try to follow the procedure mentioned in http://wiki.ros.org/indigo/Installati... , After setting the locales to C, when I restart my system, the terminal won't open. If I set back the locales to en_IN.UTF-8 and reboot again, it works fine. So can I just skip the step or is it imperative to set them to C in order to run some of the ROS components?

As the instructions say, it just needs to be set. If you need UTF-8, you may want to try the alternate instructions in that section.
