Enabling LOG_API in master_api.py

I'm trying to enable logging in master_api.py to track down the source of excessive rosmaster cpu use (25-35%). While I have changed the LOG_API global in master_api.py, it appears to have no impact on the output of master.log. Is there something else I need to do to enable this? Must I rebuild ROS from source?
