Why is python-rosrelease not in standard distr under ubuntu [closed]

Why is python-rosrelease not in standard distr under ubuntu. I can only find it at willow garage. Roswtf complains that it is not present. Is this package needed. It seems to be for stacks so running hydro maybe not? Unless that is for source only?

This is a ROS specific tool used to release ROS packages as debs. You shouldn't need that when working normally.
