There is a philosophical question does a tree falling in the forest make a sound if there is no one to hear it?

My question: Do image topic publishers use network bandwidth if there are no subscribers to their topic?

The TurtleBot4 default configuration has everything running, which includes 14 MB/s bandwidth of /stereo/depth image at 22Hz, and a 6MB/s bandwidth of /color/preview/image at 30 Hz.

Are these topics going out over my net even if no nodes are subscribed?
