Did you source your setup.bash? WIth source /opt/ros/foxy/setup.bash

You can not mix the files or the environment variables from noetic (ros1) and foxy (ros2). You need to chose one or the other.

Yes. I got the error fixed when I removed both and installed only Noetic. Now it works! Thanks for help
