There is a way that might achieve what you want, but it is not guaranteed to work or continue to work in the future and might depend on the institution for the reasons that @Lorenz mentioned.

The rosdistro repository contains indexing information for all institutions. For fuerte see, doc/fuerte. This indexing information is provided by rosinstall files. If an institution has decided to put their releases in one rosinstall file, then you can get them all by directly using this rosinstall with rosws/rosinstall.

However, this is not guaranteed at all. rosinstalls might be named differently/split, etc. You could merge all rosinstalls into a huge one and only extract those from one instituion given you filter for the URL.
