I have no experience with PCL, but what I'd do is:

Try to reproduce this example: https://pcl.readthedocs.io/en/latest/planar_segmentation.html, and see if you can get that working first.
Add some debug code to get_plane_from_pc(), e.g. publish your point cloud and visualize it in rviz2.
