What instructions did you use to set up the build before this error occurred? I just installed indigo on debian jessie last week and didn't run into anything like this (there was plenty of other issues though). I did have some trouble with the stable release (circa april 2013) of openrave in which python was having trouble importing. Rebuilding with the latest master release (circua august 2014) fixed those problems so it has made me wonder if there was some change in behavior in the debian archives python packages that is causing version compatibility issues.
