How does rviz helps us in motion planning?

1. If LaserScan topic gives no message then, can we infer that Laser is not working?

2. Setting goal position through rviz is momentary? How does it helps us? Does it helps local planner?

3. Can the goal position co-ordinate be tracked dynamically by controller and robot can be moved to that position immediately.
