I've updated the reference.
So it looks like the raw files are here: https://github.com/ros-infrastructure/rospkg/blob/master/doc/distro_format.rst but that there is no doc jobs for rospkg on rosdistro (https://github.com/ros/rosdistro). Not sure if this is just an oversight when we switched over to the new rosdistro/doc stuff, or if there is a reason. Perhaps open a pull request to add a groovy doc job for rospkg.
