asoundconf: command not found (sound_play pkg)

I was trying to use the sound_play package. While doing the first tutorial "How to Configure and Use Speakers with sound_play"

i ran into an issue in the 0.1 step "configuring the sound driver to use your speaker"

when running

asoundconf set-default-card 0

i get the error asoundconf: command not found

Have you installed the package, if not please use sudo apt install ros-noetic-sound-play

yup, i did that already. Still same error. "asoundconf: command not found"
