Why would proposed OdometryWithAcceleration be proposed using geometry_msgs/TwistWithCovariance when there is a geometry_msgs/AccelWithCovariance?

REP 147 it should be updated. It was originally drafted prior to Accel and AccelWithCovariance being added.
