If I install ros2 from source, can I install package by using command 'sudo apt install ros-distro-package'?

As title said, If I install ros2 from source, can I install package by using command 'sudo apt install ros-distro-package'? Because from the official tutorials, it said that if I am using ros2 build from source, I would not able to use sudo apt ros-distro-package command. However, I tried with turtlebot and it works..... What is going on here exactly?
