rosconsole not working

Hi all!

For some reason my rosconsole file does not seem to be working as expected. I followed the instructions here http://wiki.ros.org/rosconsole, have confirmed that ROSCONSOLE_CONFIG_FILE points to the correct file. This is what my file looks like

log4j.logger.ros=WARN

I expect to not see any debug or info messages but unfortunately that's not the case. Has anyone run into this before? I'm running ros noetic in a docker container.
