How to H264 video format devode and publish on ROS?

Dear ROS community, I need your help. How can I decode H264 and publish on ROS? Is there any ROS package to decode H264 video format? I have searched in the forum but I could not find a relative solution? By the way, I am a newbie in video decoding. Thanks in advance.
