I just started learning ROS.I have installed ros neotic on windows 10. when I type . ~/catkin_ws/devel/setup.bash to source the generated setup file it shows '.' is not recognized as an internal or external command, operable program or batch file. How to solve it. I need help.

The instructions for Windows are here. It is hard to say what is wrong without knowing exactly what installations steps you followed. To be quite frank, if you are just getting started you may want to try using a Docker container or a pre-configured virtual machine first.
