Building/installing the sync package for autoware.ai[1.13]

Hi all,

I currently trying to understand how the sync package, located in the utilities directory, works so i tried to get it running by clicking the synchronization button on the computing tab in the autoware.ai gui which runs "roslaunch runtime_manager synchronization.launch" but every time I do an error appears saying it cannot find the synchronization package. I tried to build it/install it myself but i couldn't figure it out. I am using autoware.ai 1.13 and running the source build. I have also tried building from docker but still get the same issue. The package is not being moved to build or install directory.

Hope you can help me get the sync package to build successfully and get the sync package working.
