LiDAR + IMU for 3D mapping?

Hello, I've read about the Hector UGV in: http://www.ist.tugraz.at/ssrr13_media...

as I understood, they fused 2D hector slam with a 3D point cloud from the RBG-D sensor in order to create a 2.5D costmap. Now let's say all I have isan IMU sensor and a 2D Lidar. is it possible to use the information from those sensors to create a 2.5D or 3D map?

If you only have a 2D sensor, how do you expect to be able to generate a 3D map?

Since the quadrotor can pitch/roll and gain height, I can gain an information about the environment using the IMU as well (it will obviously not be a complete map)
