ROS package extension to another platform?

Hi all, I am wondering if there is any way to bring a ROS camera to any SDK or software that supports several programming languages API.
To make it clear, there is an example of using RoboMaker and AWS Kinesis Video Streaming service. The ROS extension package make an extension for the camera running on ROS and create a video streaming on the AWS kinesis video streaming, so you will be able to deal with the video streaming object on the AWS using any API language you want, because AWS SDK support several programming languages

So, is there anything similar to that? without using the Cloud, because AWS Kinesis uses the Cloud
