I have installed PCL and then I installed ROS-Melodic-Full. There were some unmet dependencies and I figured a way out. Now PCL does not work properly. Does ROS contains the whole library or a small set of it? Depending on the answer, I might have to install PCL with full functionality.

Thanks in advance

Quick comment: ROS does not "contain" PCL at all. The packages in perception_pcl only depend on the system-provided libpcl-dev (at least, that is the name of the library on Debian/Ubuntu). So to determine whether certain fuctionality is present, look at what the system-provided PCL contains.

If you have a CUDA enabled GPU , install Nvidia prop. drivers first, then CUDA, then open CV, then boost , flann, vtk, eigen , then PCL , then ROS dependencies , then ROS.
