I closed this question as I don't know where to start. There are a few things seriously wrong here:

  • it is tagged ros2, but tries to install ROS1 Indigo packages
  • it is supposed to be run on ubuntu 18 (I guess this means 18.04 bionic), which supports Melodic, and not Indigo
  • there are no error messages or explanations except for is not working

Please read especially section 4 of the linked page.
