What is the problem: ROS is unable to be installed on my Nvidia TK1 board running Ubuntu 16.04. I keep running into the following error when I try to install the full desktop version of ROS:

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
