You are probably better off sending the twist message yourself directly using something like robotwebtools

I’m afraid I don’t understand then. How is sending keystrokes to a teleop node using a web app only, but using things that can communicate over a network with the web app and then send the same message that teleop would produce not suitable.

“ROBOT WEB TOOLS ALLOWS WEB APPLICATIONS TO INTERFACE WITH A VARIETY OF ROBOTS RUNNING MIDDLEWARE LIKE THE POPULAR ROBOT OPERATING SYSTEM (ROS)”

Sounds to me like that is what you are trying to do.
